makes sense. My reason for asking was to find out whether cash investment would be the only way to determan a colonies worth, making targets sort of a no-dur situation. With your proposal, there is now a choice, take the one that is barely developed, but will end up better with more investment, or the more developed on that can start producing right away, but is almost maxed out in potential. I like it.

The cost integrate a colony into your economy is tied to its worth.  Cheap colonies (IE ones without much population, resources, etc) are easier to bring into your economy.

Sorry, I was unclear in what I meant. Under your proposal, there is a possibility for rhyme and reason as to what colonies get targeted in war aside from "its close to us" based on what the potential worth of that colony is. Of course it will take time to bring the full benefits into effect, but now there is another factor or two to consider when attacking a colony.
