IMO the counterintuitive thing is to get 50% lighter machinery waiting for 4 years without spending a dime on R&D.

If you only study basic arithmetic, you can't expect to do calculus just because you are the same age as someone with a PhD in Mathematics. Time passing does not equal time spent, especially not when it comes to subjects where one must apply themselves... like engineering.

To get new tech, you have to apply yourself. Though this system isn't perfect, that's what it's trying to accomplish.

It is because no matter how much money you spend on research and how advanced you are, everyone will get stuck with 1909 engines for their 1910 and 1911 ships, and so on. We're pretty much being forced to use older turbines for new ships.

I know... it's not perfect, but it's not precisely 'broken.'
I'd prefer that each time you advanced propulsion tech, you simply got to build engines X number of years ahead of your build year; but the rules are as they are, and I think it's an OK compromise to prevent people from abusing the system.

IMO the flaw in your reasoning is "everybody". I do no expect everyody to have researched/bought&implemented the 1905 tech level before 1909.

So those without 1905 turbine tech are pretty much screwed?

Why not say a fixed yearly rate you have to pay to be updated with engines? Simpler and avoids jumps. Oh and keep the gradual year increments from Nav II (below). That avoids sudden jerks in ship designs followed by periods of exacly the same ships.

1906-1907 = 1911 turbines
1908-1909 = 1912
1910-1911 = 1913
1912-1913 = 1914
1914-1915 = 1915

The only change in propulsion rules in the immediate future will be the raising of the max SHP for the next tech level.

Not screwed. Possibly tough. But not necessarily. If you don't want/need super speed, you can lag behind in this area.

If somebody sent 12 ships with 11 inch belts and six 12 inch guns on each into the Otranto Strait, it would not matter if they had VTE and made 15 knots on a good day.

Lets say someone is researching engines as soon as they become available. That person would have 1912 engines for 4 years, then a sudden jump to 1916 for 4years, then another jump for another 4 years and so on. So ships will go by jerks and since its engines the main thing that changes when the date changes, we are going to see the same ships for 4 years then an increase an so on.

Why not say if you want to use the same laid down/engine year, you pay a flat rate (say $1) to stay current (if you dont pay you fall behind). We can eliminate that part of the tech tree and we dont have to worry about engine years, and reduces growth by jerks and block obsolecens.

No.
The "stops" allow the laggards to catch up, while the top fliers/lucklier guys still get 2-3 years to build ships with better tech than others.
That's how I see this rule.
And I am willing to give it a try, to see how it works, before pushing for something else.
