There is no comprehensive fleet doctrine as yet.  Just some vague ideas.

-Destroyers are tasked with delivering torpedoes against enemy capital ships.
-Heavy Cruisers are tasked with screening the battle line from enemy torpedo attacks
-Light Cruisers are tasked with reconnaissance and commerce raiding
-Battleships are tasked with providing covering fire for the destroyers' torpedo attack
-In case of retreat destroyers are tasked with covering the retreat with a smoke screen and possibly launching a torpedo attack
-Submarines are tasked with shadowing the enemy fleet and attempting to pick off targets of opportunity, with destroyers and smaller cruisers being targets of first priority since they pose the gravest threat to the submarines.
-Aircraft are tasked with, well, nothing just yet.

PS I welcome comments

As an aside, I fully realize if the Egyptian fleet ever gets into a pitched battle it is going to be utterly and completely destroyed.
