Ahoj!
I've totally lost interest.
I will do the budgets if necessary, but otherwise the Habsburg Monarchy can be considered to be inactive.

Is the KuK in game as innovative as the KuK was in real life? They had series of light cruisers that were so great that they produced them in three different classes for nearly a decade, updating the ship as engines became more powerful. They also became the first nation to use triple turrets, and Skoda was working on 16.5 inch guns that would have equipped the German Kreigsmarine dreadnoughts that were intended to sweep control of the seas from the Royal Navy, and equip the next generation of Austro-Hungarian dreadnoughts and their first battlecruisers in the 1920s.

It is up to you to judge that. Everything should be in the encyclopaedia section.
The latest "light Armoured Cruisers" carry ten 190mm guns, with a sexy pyramid arrangement :)
The latest pair of battleships to be laid down has four quads with 13" rifles - think Strassburg/Dunkirkx2. This class is designed to be upgunned to 4x2x16,5", so the next pair - to be laid down in 1922, will get the 42cm gun.
The 42cm gun will be available from 1st half 1921 onwards.

The Monarchy is wayward as concerns flying thingies.

The Habsburger navy is the only thing remotely as conservative as the monarchy...
