Welcome Delta Force to the CSA

Seems that only a few ships were overhauled. Is this something that must be done, or just recommended? I may have to stretch this over a period of time in order to get the ships all refurbished without taking away my ability to build new ships or taking away my ability to defend my sea lanes.

Its recomended if they havent been either modernized, or rebuilt, or refurbished in the last 10 years then they will have decreased effectiveneess mainly less speed, range, more likelyhood of breakdowns of some sort especially under the stress of combat.
