In 1918 Naval Minister Admiral Basistiy made a series of trades with the New Swiss and Rohan governments. The Swiss were offered money, ships and tech for the 3 Invincible Class Battlecruisers. Russian Naval personnel were allowed to assist in the recovery of the sunken Invincible. Radar units, plans and secondary gun turrets came under the control of the research bureaus.

Basistiy noticed the interest the Rohanese officials were giving to the I Class vessels as well and in a series of casual conversations began a second series of trades. The end result being the 3 Invincibles in trade for 2 Aragorn Class Battleships, 2 Tol' Erresea Class Repair Ships and thousands of miles of rail beams and locomotives to be delivered to Vladivostock.

These intricate series of deals eventually led to the Naval Ministers expulsion from service as the continued payments to Swiss Banks and Officials were not entirely approved by the Duma.
