As both BBs is due for selling or scrapping the question is?
Replace them with two Ocean type BBs or as their maintask is in the Baltic Sea and the Elbe/Weser estuary and the norwegian fiords may build 4 of a Coastal BB:

For Baltic or Norvegian coast work, the concept is correct.

IMO, work in the BBs Battleline (to add 24x355) is neccessary, so, increase the speed, & secondary armament.

Jeff, you're getting into the realm of an enlarged Graf Spee.  I doubt it will become useable under 20 Kton.

On the other hand, 3 of those 20 Kton "all purpose Battleships" are a better deal than 4 13Kton coastal defense ships.
Unless powerprojection is not on the mind of the naval planners.

Wow,what a drawing ,I am impressed.

As for their roles:
To provide heavy gun-fire support to mine-ships and Tbs ,near the vast Esc coast-line,so they are not intended to be a part of the "battle line".
