The CBB/monitor is kind of short for such a 'fine' hull. you should go for a BC of .65 or so and decrease draught to go all the way to chongquing. As a comparison the Brit monitors had BCs of .80 or so(US ones at .68?-Arkansas) But they were much slower as well. I have a great book on them I will try to review what the BCs were. Then again a hull depth of 30' could be needed for non raised turrets.

As to others... Most designs end up with excess Longitudinal strength. If you have extra Cross sectional you should increase freeboard until it evens out at 1.00 on both. That makes for the most 'efficient' design. Longitudinal is usually higher because of excess freeboard for good seakeeping, for a good fire platform and/ or good upper half space/crew accomedations. It has taken me years to figure out how it works and what makes the best compromise.

I am not certain of the rules regarding these, but I believe mount and hoist are limited to around 2" of armor. I use 1.5" on hoist, 2" on face and 1" on side. I forget what rules pertain to the introduction of turret and barbette as secondaries but maybe you could try that.

For the Peruvian BBs, Admiral Vencedores adopt an other secondary concept;
2 groups of 3 or 4 guns with their own firing conductor able to engage 2 DDs.

This secondary concept is installed on the BBs Atahualpa & Waskhar, secondaries guns (120mm) are in 2 groups.

For the last NUS Cruisers ( Cuntisuyu class )
The artillery 4T2x150 +4x120 is abble to engage 3 # targets.

that makes sense but there are going to be lots of screening ships so I think that each twin mount would be responsible for a single target. I don't think that the MK fleet will consist of that many BB's. Of course all of these plans are dependent on how the war ends. For all I know I may be in debt up to my ears until 1930.
