taken from Gran Columbia: Her Impact and Influence in the 20th Century by Ricardo Bolivardo, pp. 307

The beginning of the 1920s began on a note of chaos for Gran Columbia. Stress on this powerful nation continued to amplify on account of the turmoil taking place across the Pacific, and the remnants of the turmoil in New Zion; the amplifying stress of which would continue to mount due to the losses in the Chinese Civil War, Round II. The African colonies, on the other hand, continued to prosper on account of the New Zionite refugees, which brought with them property estimated to be over 10,000,000 bolivars [1] (see pp. 572). The military was also in chaos, due to the reorganization of the airforce on similar lines as many other airforces, due to the expieriances in the New Zionite War and the mandation of the "Internation Aircraft Commitee," lead by the mysterious Guinness, maddox, and ctwaterman. The beginning of the 1920s also brought about the beginning of the aggressive scouting program, with military flights known to deliberately violate Dutch soverignety, during periods of relative darkness, to scout Suriname and the ABC group of islands (pp. 873). Tensions between the Dutch and Gran Columbia would only continue to worsen.

An official message sent to the governments of the ESC, Bavaria, and Ukraine
QuoteGran Columbia is deeply distressed by the warfare between the two nations of Bavaria and the Ukraine. To this end, the Gran Columbian government will offer to host a neutral venue for a conference on ending the warfare in this region.

Sincerely, Sir Edward Fitzroy

OOC : Gran Columbia and Bavaria had some limited trade , but probably no consulates or Embassies in either nation.  So via Madrid or Rome? Also, on which date?  Orange's appeal didn't specify a timeframe or method of communication either
Did they beat the drum slowly,
Did they play the fife lowly,
Did they sound the death march, as they lowered you down,
Did the band play the last post and chorus,
Did the pipes play the flowers of the forest

Let's go with January 8th being the date sent, arriving sometime later.

According to the notes Rocky left, I've got a consultate in Bavaria, so how does that sound?

ooc: Hmm, we had some trade early on, wasn't quite sure if there was a consulate, thought we were operating through Madrid.
Yeah, that works.

As for the date... considering Ukraine sent terms through St. Petersburg on the 11th, they hadn't gotten this offer by then. So later than the 8th would seem reasonable.

On receipt of the Gran Columbian offer, the Bavarian Foreign Minister will thank his Gran Columbian counterpart. Noting that the goal of Polish Liberation has been declared, and he is reliably informed the Counterattack in Silesia is proving successful,  if the Ukraine is willing to consider surrendering Poland and paying reparations, Bavaria is willing to have Gran Columbia serve as an intermediary in this. .

The Ukrainian Position will vary on the exact timing, but between the 7th and 18th it will be : They find the Bavarian position worth ridicule, and demand reparations, the County of Kattowice, cooperation by Silesian authorities with Ukrainian Secret Police investigations into the Polish insurgents, as well as the power to arrest parties implicated.

Ok. Anytime within that period works for me.
