Replacement of current 27 knot destroyers with 30+ knotters.  

Replacement of two old coastal battleships with more modern, fast dreadnaughts (hopefully)

Replacement of older light cruisers with faster (27-30knot) vessels.  

Creation of a Naval Aviation Arm
--reconnaissance floatplanes
--shore-based torpedo bombers
--shore-based fighters

Construction of more modern Port facilities particularly increasing domestic repair capabilities.  

Expansion of Diego Garcia, Alexandria, and Bur Safaga to have at least 2 Type 2 Dry Docks each and 1 Type 2 Slipway.
