Speed costs (duh). What's your battleline's speed? 23 knots?

Just fiddling, I can get something near your requirements for ~ 6750 tons (see below). Honestly I think 32 knots and an 8 knot advantage on your battleline speed ought to be enough, and I think the endurance on your design is probably a bit excessive for a ship this size, but I don't know that much better could be done with our rules and techs.

Note that the armor scheme here somewhat immitates that of interwar British cruisers: main belt is relatively short, but covers magazine and machinery spaces. The upper belt simulates the 1" protection over the machinery spaces that went right up to the weather deck in some ships. I added the end belts just cuz. They cost ~ 170 tons displacement.

Range is only an issue because it's 7,500nm from Brandenburg to Ostafrika. If I stop in Neu Volgeldreck to refuel it's only 5,900nm there, then 1,600nm the rest of the way. 6000nm@14 doesn't give me much wiggle room.
