Other than ships of the Kingdom of the Netherlands and Kingdom of New Zion, merchant and man of war, all belligerents have free use of Iberian ports for their ships, merchant and man of war.

In the event that a man of war seeks shelter in an Iberian port and is blockaded there by another belligerent man of war the trapped man of war has 48 hours to leave.  In the event that the trapped man of war does not leave within 48 hours of being blocked the Iberian government will declare the vessel in question to be interned for the duration of the conflict.  The vessel will land all munitions, fuel beyond an amount needed for the health and well being of the crew and placed under guard.

In the event that belligerent man of war from opposite sides in a conflict enter an Iberian port departure priority shall be based upon arrival order.  Under these circumstances Belligerent men of war will need to give 24 hours notice before they depart and there will be a 12 hour delay between the departure times of the men of war.  If departure time is delayed by such departure scheduling and a blockade is established in the mean time the deadline for internment will be raised till 60 hours.  (OOC If you get to port first and other side wants to leave I suggest you run for it)

Iberia will not intern belligerent men of war using ports in the Philippines under any circumstances other than those belonging to the Kingdom of the Netherlands and Kingdom of New Zion.  The departure time rules still apply.

Merchant ships belong to the Kingdom of the Netherlands and Kingdom of New Zion may only enter Iberian waters in the event of an emergency; accepting the Straits of Gibraltar, there free transit applies.  Man of War belong to the Kingdom of the Netherlands and Kingdom of New Zion may not entire Iberian Waters for any reason at all; accepting the Straits of Gibraltar, there free transit applies.  If a Man of War belonging to the Kingdom of the Netherlands and the Kingdom of New Zion does enter Iberian waters they are subject to immediate internment for the duration of the conflict in question.

Hostile Nations Act
Quote1)   Hostile Nations are defined as nations that Iberia does not have relations with; currently that is just the Kingdom of the Netherlands as New Zion is no more but if Iberia declares war on a nation, or a nation declares war on Iberia, relations would be severed and they too would become a 'hostile' nation.
2)   People holding citizenship of Hostile Nations are subject to immediate expulsion from Iberia.  Any that enter Iberia from this point forward to be considered spies and subject to arrest and prosecution, spying is a capital offense in Iberia.
3)   Property owned by Persons or Foreign controlled cooperation to be subjected to expropriation without any form of compensation.
4)    Iberia ports and waters to be closed to shipping of hostile nations; the bill makes no exception or mention of the Straits of Gibraltar.
5)   Any trade in peace time to a hostile nation is subject to a 100% tariff.
