Deck is worthless, at this point, without considerable foresight. I would remove it, and half the machine guns.

I felt like taking a stab, so modified a potential small cruiser I had...ditching my beloved casements...   I wound up 20% heavier, longer ranged and with a bit more armor.  Not necessarily a better vessel due to the increased cost. However it fits in a smaller dock, allowing more flex in building and maintenance.
