Instituted in 1H1918 as part of the Marine, as the government  became aware of the airplane as a serious threat to Dutch national interests, the Koninklijke Marine first looked to Bavaria for assistance as much as the the Landmacht looked to their ally for mechanization of the Rikswehr.

Accordingly, the MVB, (general staff)  set about to create the underpinnings of such an air force to defend the Kingdom of the Netherlands.

Current RLM planned air strength as of 2H1919

Fokker D-V (from Bavaria), 500 aircraft. (fighter)
Fokker J-1 500 aircraft. (fighter)
Fokker R-2 500 aircraft (recon aircraft)
Fokker W-1 500 aircraft.(naval seaplane)

* Each air force base can call on the services of near by civil flying fields as satellite airfields. These are built and maintained as part of the civil air ministry(Note in wartime would be taken into RLM base service). There are 15 such civil airfields.     

The RLM organizes in air brigades* attached to a corps or fleet regional command.     

There are currently six such air brigades planned.**

2 planes=section (same as sim)
4 planes=flight (same as sim)
8 planes=flock (no sim equivalent
12-24 planes=staffel (term directly borrowed from the Bavarians, sim term ios squadron)
36-120 planes=regiment (sim term is wing) 
144-600 planes=brigade (sim term is group)

As of 2H1919 the actual worked up establishment is ~600 aircraft and ~10 airfields with end strength planned of 2040 aircraft and 24 airfields by 2H1921.
