as Gran Columbia would never sell to the CSA, Rohan will match the CSA offer of 15$ thus providing a legitimate opening bid to Gran Columbia.

Why not? Relations have calmed down somewhat...not much, but somewhat.

The CSA increases to $16, and offers more planes to Rohan to get them to stop bidding.

Like 9,100 of them. CSA offer's $16.75, 125 long ranged planes in 1/1919, and the Seawolf, a 1,440 ton 3 plane carrier.
