I'm working on a design that incorporates the worst features of both airship and aircraft carriers:

Don't reduce GC battle line  :o

Luchador had alway the place in GC Battle Fleet.
10 years after commissioning, you could effectively change  engines & increase the speed to 26kts.
You could change also secondaries & increase the protection.
With that rebuilt, Allianza could consider Luchador as a light battleship able to help the big BBs in the line.
Place Luchador at the end of the line "ll be the new place.

Here's one approach - increased speed, oil-fired, increased deck, modified upper belt, some more miscellaneous weight.  Total cost would be ~$12 and 5 BP.

That would depend realy TC, she wouldnt be the only 12"/305mm ship in SC service.  Infact she would likley serve with the 12" ships from the NUS.

TECHNICALLY I could buy it and add it to the New Hai Phong Squadron (Former Goa Squadron of S&G and Co.) giving me 3 24kt 12" gunned BCs to work together. Similar armour too. Hmm....Texan may have a point.

Rohan might (note I say might) have some interest in them, and Russia might as well.  although I doubt honestly I would as I would be faced with refiting them ontop of the purchase price, not to mention it would be an oddball (although it might give me a reason to build my proposed Vanguards...)
