Something lighter, and I'll have to buy engines as I won't have 1920 tech by then:

Not true, Jef. When I was Romania, I create plans for Romania to build a 30.3 knot cruiser on 10,000 tons. It mounted 6 9.2'' guns, and 8 5'' guns. It was built using 1912 engines. So yes, Jef, it is possible. The problem was that it had a very short range and a 6'' belt, but still.

A devestating salvo of torpedo's can achieve the same goal.

I would actually go out on a limb here and say that a heavy cruiser in the German battlecruiser style would be better.    Armour=Speed>Armerment
