I'm not certain there's a need for mainland Maoria to be sub-divided - like the Colombian Heartland, it's a relatively contiguous and linked piece of real estate.

Nonetheless - at the very least, you've got only 37 IC overall to support 10 BP.

There is not, really, a need, in terms of tracking what can be cut off from where, and certainly the entire island operates as a distinct and integrated unit...

That said, the vagueness of saying 'oh, that's all just the same' over that much territory doesn't sit well with me, so I used subdivisions to indicate where, exactly, the people and economy cluster.

And yes, I'm short of total IC - but I only have so much cash a turn, and I've been buying more as I could.
