This class has replaced the Hamidieh class in their designed role as escorts to the battlefleet. As new warships are laid down and I Donama modernizes, it was found that the Hamidiehs lacked the range to accompany the battlefleet on longer missions, particularly considering the projected range of new battleships and torpedo boats. The Dramas also represent a step forward in armament, now using the 150mm gun in addition to the tried-and-true 120mm. The 75mm QF gun has been dropped.

With the success of mine layers in the Balkan War it was decided to build a modern fast ship to support the older Kiresund and Nejm Fishan Class which were much smaller and slower.  Also it was decided that more modern cruisers were needed to support the fleet.  The Hamadiye Class of 1910 had limited mine laying capability so it was decided to use that as a starting point.  At the same time because of post war economic disruptions a smaller design was needed.  Luckily new lighter weight machinery had become available, combined with the replacement of four 150mm guns with 75's and a slight shorter hull form a 9% reduction in size was possible.

The class are all named for Islands in the Aegean.
