A few comments beforehand. I wont be doing the 1915/16 reports for NS, I will be considering most of the revenue from those years lost, to simplifiy things. Also there are a few question marks in the report, those will be filled in as we move along. They are all for minor stuff.

Reread the research rules, don't see it.
Always figured it was use it or loose it.

The change happened during the Great BP Increase of 1909, actually.

If your tech has been out of whack since then, somebody needs to be deported to count scorpions.

Actually I had it right up till this report. I looked at it and was like, "Wait that doesn't look right, I have more BPs...", so added more techs to the list. I was still in the pre-great BP increase mindset.

Excellent.  Note that the cast cost for your horde of M-class boats should be 25% higher than BP cost, not 20%.
