The Admiralstab realizing that the Kaiserliche Marine needs the capacity to project power to all its many overseas possessions as well as operate in the large Pacific and Indian Oceans the following ship was presented as an option. A large collier to support the Hochseeflotte. Another one, of a smaller design, may be laid down at a later date to support the Indischerflotte.
