Edit 1 :
a) deleted research on twin 10" turret, as that would require $1, and I budgeted $0.5
b) added $0.25 research on 1910 ACs from Russia, a trade I had forgotten about, and added $0.25 for research on a 120mm gun.
c) Deducted $0.6 from port spending to account for HY 1 & 2 underpayment for RR art.
d) also going to ignore adjusting revenue/region since I have to redo in HY1/1918
