If I'm understanding this right you are digesting the 1912 Engines before the 1909- which are on standby.
Afraid that's not ok, one has to master the lower techs before the higher. I don't know if that effects anything else, but at least you can simply swap them.

So I must finish my report. But it's hard to determine the cost of all my old warships.

As I do not manage to determine the cost of these ships, the figure which I give is not very sure ( I'm a French uncompetent rookie I know  :-[ ). So, the naval upkeep I give is slightly lower than the precedent ( 2/1917 ), because I buy for scrap four old ships. And if the cost is not certainly known, we can think it's because of the corruption which reigns in the Egyptian navy

If the figure seems to you too weak, I still have of the margin.
