Army Upkeep Poll Mark II

With the flat upkeep idea lacking support but clear support for SOME change how about one of the above ideas?  With the understanding that the mods can do whatever they want...

Current Upkeep is mobilized/active/reserve 25%/12.5%/2.5%
Naval upkeep is mobilized/active/reserve 5%/2.5%/0.5%

I voted for double naval upkeep as this keeps army units more expensive than naval units (army units don't require bases, dry docks, slipways, etc).

Not talking as a moderator now, but as someone who likes the rules simple. 

Naval upkeep or the double equivalent is good enough for me.

I voted for double upkeep.
In the other thread I took some stabs at putting Belgium's 1939 army in Navalism terms, and came up with a peacetime maintenance of $30.125.

Belgium had ~8m people, and I think we can figure 2IC each..so income of $24, half can go to military, or $12.

Granted, Belgium might have 3 IC each, and an income of $32...but the OTL Belgium was spending 25% of it's budget on the military...which would be either $6 or $8. Which just seems low, as I believe the Navalism civilian budget is merely the discretionary portion, and $12 is more appropriate.

As such the double naval appears the best fit without a great deal more work.

Some pointers on Belgium.

Agricultural it's a powerhouse. If Belgium would devote the capacity it has industrialy for agriculture, this 33000 KMĀ² country can feed it's 11 milion inhabitants. Of course, nothing else would happen then. Just feeding, and getting rid of the waste.
This is due the climate and geography, it's all river delta, just for one detail.

But a lot of that capacity is spend on transport- the location is superbe, in the middle of Europe (north south for sure) Almost perfect connections with river, canal, train and road.

Industrial, the old coalmines and the hard working people made it very prosperous, even in metalurgy, without a lot of ores from the inland. Congo solved that nicely.


Al in all, I live in a country on the crossroads between Latin and Germanic culture.
It has it's disadvantages
-3 mayor native languages, and about a gazilion dialects-
-difference in attitude.  If I say- as Flemish- Tomorrow noon.  I mean saturday July 4th 12 pm .
If my mum in laws local Walloon friends says that, it means saturday July 4th starting from 12 pm, up to somewere in 2012 or later.

I used Belgium as I researched it's military when I absorbed it in Wesworld.
The $ I came up with didn't account for several factors- the forts, the money they were continuing to spend on expansion, or the fact they were in the Depression and so committing 25% of their budget...it was a depleted budget.  Much of the military build up was during the 1930s, as they tried to get ready, but so much was on order. Belgium really did quite well.

As for industrialization, I thought back in the 1800s Belgium had been a major industrial center, with major ironworks, but I wasn't sure how true that was in 1939, or how to translate it.

Belgium was up to the 70's a steelworking powerhouse, Cockerill steelworks in Wallonia was one of the REAL big ones.

I voted for maintaining the current costs. Reducing the cost of upkeep will almost only give even more benefit for the countries with already huge armies.

But if anything I think the difference between the different readiness levels should be smaller, most likely with reserves costing about 1/5 of a full time corp rather then 1/10.

The Mods discussed this, and noted the strong consensus for "double naval upkeep".  We're content to go with that.

I would hate to ask this but... When will this be in effect, 1916/H2, 1917/H1? or with the population increase.

Uh to my knowledge HY1 1917 otherwise I have alot of math to do on both Mine and the French HY Reports which I was going to post either today or tomorrow. ???

Yes - the change in upkeep is effective 1/17, so nobody has to go back in time to amend their sim reports.
