A dozen AA guns?  Your conning tower has less armor than your belt / turret face.
25 knots is a good speed for a fast BB type.  Myself I would lean towards a 21 to 23 knot BB design but I can see the advantage of going another way.  Also P3D's issue of working with the Netherlands Capital ships in a fleet action is a valid point.

Overall a good solid design at this point if a bit on the large size; over 6,000 tons larger than my own design but I am asking for less.
