As with many things it will be about compromise before we come to a point where we can start (and then the stories fall into place)

I contimplated reducing Rohan's population but its been functional too long to explain how to make it work otherwise...the solution was to increase the mass of land it was occupying to more fit the population.  We are talking about peoples that have lived in cities for a very, very long time mixed with more...primative peoples, but even so a part of those primatives would have assimulated into the city cultures while others stayed nomadic.

New Zion will likely face the problems the jews have always seemed to have and will have numerous enemies just the same.

Note that the DKB would likely be supportive of New Zion...which could replace deep-sixed Kuwait as Source Of Tension With The Ottomans™.
