If someone wants to expand the merchant marine, or build auxiliary ships for the navy - like coalers or generic military transport ships, they cost $0.25 and 0.25BP for each ton of light displacement - which is (roughly) equal to the transport capacity of the ship, expressed in NRT (Net Register Tonnage). The 75% discount reflects cheaper materials and much simpler construction.
The same BP discount is valid for passenger liners. Their $ price, however, must be paid full - from the economic budget.

FLEET TENDERS

Small fleet tender
They do need miscellaneous weight+fuel of 5000t or more*
They have repair facilities for small ships, up to protected cruisers.
They also count as temporary lvl 0 ports, regarding small repair works and the ability to support stationed warships, i.e. up to 5 000t total.
A small fleet tender cost $5, additional to the base cost of the ship.

Large fleet tenders
They have repair facilities to accomodate everyday repairs of battleships.
Large tender must have fuel + miscelaneous weight 12K or more.
They also count as Type 1 ports regarding small repair works and the ability to temporarily support stationed warships, i.e. up to 40 000t total.
A large fleet tender cost $12, additonal to the base cost of the ship.

The Misc.Weight represent the workshops, shower rooms, stores, etc.

*The fuel is needed for Springsharp, to prevent the Misc.Weight from turning the ship over.
