I'd be perfectly fine with the 0.16 or whatever low seakeeping. MK ships have to be built for mainly the Yellow Sea and the East China Sea to some extent. Now a destroyer won't have the range to get further South of Shanghai. The weather is fine in the sheltered Yellow Sea save about one typhoon a year in average. The ships would steam at 10kts most of the time, the 30kts speed is necessary only for torpedo attack and to get away. And the only thing why SS2 thinks bad seakeeping is that the ship is only 70m long.

Notes:
- I'd have a raised forecastle (helps accomodation and seakeeping), you don't even need to lenghten it to the midbreak as the gun is aft. However, I'd try to get a second gun, then have raise fore of the midbreak - which can be at even 30% length for that matter.
- 2 torpedoes for a ship built for torpedo attack (by the lack of guns) seems way to few. Then, I'd increase misc weight to 8t to have enough reserve for larger future torpedoes.
- what would have to give is the 30kts speed (I won't force it with 1909 engines) and then range

28 kts is the best I can do on the restrictions.

I got 2600nm @12 kts- mostely because the effect on light load weight = 9 days of patroling.
2 75mm guns and 2 25machine guns on it, with 6 20" torpedo's.
And all the rest follows the guidelines.
Stability is on the low side, but I doubt when these ships resive any telling battle damage , that capsizing would be a worry. Drowing in its whole would. Also, that's a straigth trade off against steadyness.
With trim set on 44, stability goes to 1.10, steadiness to the still good 0.54 ,and seakeeping isn't affected.

My own imposed restiction is the 70m length- the MK has a lot of size 0 slips and docks, lets use them.
With a longer hull it would have been a bit more easy.

It's just a result to get a good steady hull. And increasing the speed with even half a knot would ruin all the other abilities.
