To shoot things. ;) I don't know, I took RL Emden and basically copied her. Had to get longer to get good seakeeping, with GOOD being a stretch.

I would ditch the 105's for 4 or so 75's or see if you could fit one or even two more 150's .  Armor could be thicker but its not critical.

Though about maybe this one. Just a little bigger than the existing Kaiserin Augusta class with a modest speed increase. Kind of a next step as apposed to a next generation. Korpen will note and enjoy the large (for a cruiser) allotment of mines. I noticed that many RL HSF KKs carried mines in this quantitiy. Could be usefull, maybe pull a "Letterstime-esque Borys raid"  :D

The deck armor seems unnecessarily thick for a KK, but otherwise, I like it.
