well TBH I personaly dont see the reason to put alot of protection on ships like these, could it be faster sure but it would also have to be heavier/larger and im not sure I want that.

I'd not use twin mount with hoists, only single deck mounts. Single mounts can be used without power training, hoists would need belowdeck space which would only complicate construction.

Cost is (10-4.5)/4=1.6BP.

Given that she's apparently got a secondary coastal defence/shore bombardment function, why not knock her speed down to ~12-14 kts and use the weight savings to add a couple of 6" or 8" guns for training (and plinking at other shore targets)?
