Iberia and sales of territory

The following is a Mike's role playing stance on selling major bits of territory; anything that has population, IC and or BP.

From time to time the Iberian government gets asked if it would like to sell off fairly major bits of itself.  This is always received POORLY in Madrid by the government and with down right hostility by the Emperor.

Iberia is a functional constitutional monarchy with elections to a national parliament.  Trying to sell bits off; especially those that have full representation in the national parliament would be politically impossible.  The emperors family was in exile for many years and were fanatical about retaking their "rightful" inheritance; once they got it back they had zero interest in giving any of it up. 

Some area's like the Philippines have liberation movements but since the reforms after the formation of the empire said movements have lost much steam.  Even so the objective of said movements is along the lines of increased local autonomy, such as appointing the Governor General locally or more extreme members calling for total independence.  No one is calling to be part of another nation.

Any attempt to "sell" a territory would require the Cortes General "national parliament" to agree and you can bet that the locals would refuse to agree and the conservatives would also refuse.  The Iberian Government since the first elections Iberia has been center-right and selling of territory would be fought tooth and nail by the conservatives.
