I'm not so sure about the legitimacy of this.
You are using 74$ or something like that for the military. And we do not have rules for "partial mobilisation of the economy". IMO if you need more $ for units in Africa, stretch out or postpone some building.

If you are worried about forces massed on the Kingdom's borders, then IMO
1 - either mobilise entirely, if the mods allow
or
2 - put more Military money into Active units, by cutting on ship contruction etc.

The way I see it, you are trying to have and eat your cake at the same time.

Both of those are just silly in context, and apart from not making IC sense, are illogical.
