IMO, that's a crazy rule
1 - my CIC & probably yours affect money month to month (dec to jan) & sometime year to year.
2 - How could we buy expensive BP with this rule ? (150$)
3 - If I cant affect to 1915H1, I could built a new fleet tender -8.5$... 
& the other part (8.42$)...in the dustbin...

Governments don't typically carry-over money from year to year.  The accounting rules don't allow for it.

The idea with BP is - like a ship - you don't buy it all at once.  You invest in it over time, until you've paid for it all.

So - $33 in 2/14...
...another $33 in 1/15...
...another $33 in 2/15...

...and so on, until you've paid for the whole amount.
