Alliance and Constitution as finished. Constitution will gain an extra 2 knots but at the cost of unreliable turbines. Sustained operations over 22kts bring the risk of a major engineering failure. Its good storyline material.

Costitution won't gain any extra knots. You did got the corresponding turbine tech only in 1905. So she is both unreliable and can do only 24 knots.
Well, that's some double entendre...

And Alliance was laid down in 1905, and will be finished 1906/2.

Thats exacly what I said. She has unreliable turbines and can only do above 22kts by pushing them to the limit. As for Alliance going by Ithekro's idea she would be layed down in 1902 finished 1904, otherwise I can make her much better (25kts, more armor, more stuff) and I prefer her with unreliable turbines.
