I'm going to convert a PD into a target ship.  Part of the process would include pouring concrete to improve horizontal and vertical protection.  Question is - did we settle on a concrete : steel equivalency, and the cost of the concrete?

Steel equivalency is around 6-8% (12-15x thickness). Expect renewing the concrete after every practice.
