I feel like I'm taking a lot of time to criticize your designs lately, which isn't my intent, but bear with me...

The mix of 120mm and 3 inch guns seems odd to me. Wouldn't you be better off without those 3 inchers? Is the concern the RoF of the 120mm, or is there another intended use for the 3 inch guns? Maybe they are supposed to be AA guns?

120mm are for long range battle
& 3" QF for short range with high RoF, they are also futur AA guns place  :D

12.7 are on the wings of the bridge, they are directly for the security of the ship in a harbor or any way, (mutiny also)... They could be use very quickly (a few seconds) by the officers.

All Armada ships use 12.7 on the bridge(s) wings or very near.

I am going to much harsher then Guinness (call me killkenny), but my verdict on the design is: useless.
I think you are trying to make her a jack of all trades, but ending up with a ship that is not capable of undertaking any of the tasks.
By navalism standard just three guns will not cut it if she is to engage her equals in a gunner duel or screening function, four or five guns would be needed for that. She is also lacking the speed needed for a more aggressive use; to be able to effectively use her torpedoes offensively she needs at lest 3kts more speed. I grant that 75 depth charges most likely make her a good subchaser for the time; but so is a 300 ton trawlers with a single 75mm gun (all that is needed), and the DD show little advantage over a 300ton gunboat in the anti-submarine role (and I think that is the least important function given Peru's geography).

Generally I think you get far too much misc weight, 25ton less would most likely give you at least a knot more speed.

One issue I see is this: When I threatened to make a destroyer with a twin gun mount, someone asserted that multiple gun mounts on dd's required mount and hoist...
