That's right but small cruiser must escape BCs so 30kts is the minimum, 32kts is better.

IMO, Guiness, your 1913 Scout Cruiser is correct for 4600t

The 27 knots are not there to outrun BC - it's enough to stay away ...
And exactly how many very fast battleships/armoured cruisers with battleship armament will my opponents have?

Depends on whose ships it is; running away from enemy battle/light/armoured/scout-cruisers might be the best choice for a smaller naval power conducting "guerrilla-warfare" at sea (going into enemy waters fast, shoot up everything that do not shoot back, drop some mines, go home. Repeat) against more powerful opponents.

You'r right Borys ...27kts is enough to maintain distance with 1913 BCs
But ... in 5 years, your scout cruiser with 27kts 'll be obsolete.
So, 30 or 32 kts is better.

Depends on who your oponant is, I already have 4 that will do 24 kts+, my next 2 do 28 and the 2 after that are likly to push for 30 kts
