I'd been laboring under the assumption that Glorious, Incomparable and Astounding France had a type 0 port at one end of the canal or the other (at the very least) and just sort of picked a likely looking spot for role-play purposes. For bigger stuff, the French certainly have the run of any necessary Confederate bases for maintenance and provisioning needs.

I assumed there was a port there for support of the patrol units, but if nothing's locally based, I guess that's not my problem.

So France has 130,000 troops stuffed into that little mosquito infested piece of land? Is that where you send all your malcotent soldiers? The casualty figures should be pretty bad.

Actualy Desertfox,  L'institute Pasteur made it a life and dead matter to improve the situation, just like irl the US did. I hoped the raving text about the Canal should made that clear in the past.
I'll update that later.

And even without fortresses, the 90 000 posted there soldiers get barracks and such. 
For France that means 45 000 men with the resources other countries pour in 50 000 men.

But yes, the high end 5/3 corps could be seen as a punishment detail, but also as a plum assignment. 
As far as I understood, the females in that part of the world are exquisite.
I guess it all depends, but that overall, those troops ain't worse or better than anybody elses.

In 1917 HY  01, no Romanian ship is layed down.

Maybe because the Romanians are changing the terms of the agreement, also called breech of contract.
