Rules Question

OK I am trying to setup my economics using the spreadsheet found in the Useful tools thread.  The COST field doesn't appear to match the rules.  In particular the rules say the POUND cost x10, but the spread sheet says x6 and the example fields look to be just the displacement divided by 10.

The x6 cost was not changed to x10 in the text.
The cost equals the displacement in 1000ts, as I have't filled that specific coloumn with the actual values. For a rule of thumb 1000t displacement=1$ os OK, that's why I left it there.

I will repost the file with my actual quarter report next week.
