Its a bit larger than I wanted but its well protected, fast and has good fire power.  Odds are it won't be laid down till 1913 but I doubt that will matter on the design.

Any thoughts.

Speed costs displacement... If I cut the speed back to 28 knots I could dump displacement by 1,500 tons; about 5,600 tons light displacement it looks like.  That extra 2.25 knots requires 50% more SHP and the hull to support it.
