Fleet-Cruisers

They will be built as their role is to displace my older fleet-cruisers(this means about4-6 vessels) at colonial duty.
At least two of them will be built in Gujarat as a mean to boost the local economy.
Regarding lighter vessels  I lay down an average of 6-8 light cruisers +4-6 destroyers +a number of small mine-vessels every ½ year.
I am trying to create a vessel as a some kind of hybrid between a heavy cruiser and a battlecruiser but able to be ready at service in max 2½ year.

Perhaps an updated OOB would help some of us understand the Baltikum fleet better. You last one posted in you Navy thread is from 1906.
