The small sloops of the S-1 class and their minesweeping cousins of the SM-1 class are viewed as largely successful. The CSN can never have enough small cheap coastal patrol vessels, but at the same time also has requirements for similarly sized vessels for minesweeping and tending and laying defensive minefields. Additionally, while every ship of this class will have a short range wireless set, officers in the coast defense command expressed a desire for ships that could transmit at greater distances when traveling further away from shore stations.

All of these requirements were found to be obtainable on a common hull, and ships equipped for each mission are considered one class. Minesweepers and layers can be reconfigured for the other role in 24 - 48 hours. The basic patrol version can be converted to sweeping or laying with between one and two weeks of yard time. Conversion of the long range patrol version isn't expected to be feasible without a refit in a dockyard.

Machinery is 4 diesel engines derived from submarine practice, with two clutched directly to each shaft.
