The AC is a good design if you go that route.  

If Brown's got a hexagonal turret arrangement, I'd really favor an intermediate hull with the arrangement of Ovideo and the protection of Brown.  However, it'd be more effective to integrate the necessary BB tech from Gran Colombia in 1913 to build an all-centreline design - either with eight guns or something resembling the Triunfantes.  You'd still meet your 1914 lay-down date.

I agree with Rocky & add "in the hexagonal position 2 side turrets are dead weight".

Not a bad BB.
Perhaps
- increase beam ratio to 6.5 - (28 m is to much)
- increase BC
...
