DKB naval infrastructure needs a fair bit of work, I think, but the challenge is how to prioritize. 

The Vaterland has decent amounts of slips and docks, but they are skewed a bit too much to smaller S0/S1 and D0/D1.  Ideally, I'd bump a S0 to an S1, and a D0 to a D2. 

With the Maorians stirring to the east, DKB needs to establish some port facilities on the east side of the Vaterland and in the eastern part of its archipelagic holdings.  These are mainly to support patrol and coastal defence assets, so P1 is as large as they need to be.

Nord Indokina, Goa, Neue Heligoland, and Paderborn-Delbruck are in reasonable shape, though in the long-term, a P2 with a D2 might be more appropriate to the former; it is, after all, a large colony.

The new location at Aden is a bit peculiar, in that for historical reasons it's only a P1, but has a D2.  For basic consistency, I might bump it up to a P2, and a small dock would be useful for repairing patrol and coastal defence assets without tying up the big dock.

Afrika needs some work; I've started by commencing expansion of Dar-es-Salaam to a P3, which will be followed by expansion of a dock to D3 size to accomodate capital ships.  Additional D1 and D2 are needed, however, and will come at the expense of existing D0.  From the shipbuilding side of things, there are a lot more S0 (five) than is necessary, so a couple of those are likely to be expanded to allow construction of modern destroyers and the like.

The question is - where are the priorities?

What will it need to fuction in the near future?

When is the soonest the new ports can be ready for operations after the needs of the fleet are met?

I agree on the legacy 0 Slips and Docks being more plentiful than useful.

I'd say the priority is:
P3 - Vaterland
P2 - Tonkin
S3 - Vaterland
D3 - Vaterland
P3 - Tanganika
D2 - Tonkin
D3 - Tanganika
