The Germans held on to the 11" and 12" guns for a while longer than the British did and still did fine with them.  Sure they upgunned to the 15" but that was rather late...roughly when the Maori would be getting their new guns.

But that was in an environment were most ships had significantly thinner armour then is the case here.

While imports might make things more expedient, it may also make you reliant and thus force your hand in rough international disputes.  Rohan has had problems with this in the past (Swiss specific).  That isn't to say that allies are bad, just that having allies that suddenly turn into each other's enemies can be bad.

Reliant? As long as you make the ammunition yourself, there is not really anything one needs from the supplier unless the gun explodes or otherwise is totally destroyed. And even then it is a matter of debate, as we have included things such as re-lining (or barrel replacement) in the upkeep of a ship, so some spare barrels or liners can be assumed to be included.
