Interesting.
I would not build it for myself.
But for either the Baltic, or Indian waters, why not?
Possible to decrease draught further?
Maybe bring up stability (survivability) a little?

My first reaction: Over-armoured and under-gunned.
While her armour is excellent (and the deck is excessive IMO) with just four main guns she will have trouble in a long range fight. I think four guns would have been alright for a ship half her size, but considering her size she would need more guns (or much smaller size).

On a detail: Her torpedo bulkhead is pretty useless, at only 13mm it will fail to all underwater explosion, and therefore only resulting in cramping the ship without adding any real protection.

I wouldn't call four 15" guns under-gunned on a roughly 18,250 ton battleship  A lot of natons had a hard time gettting eight 12" guns on a platform that small.  Since it has decent secondary and teriatry batteries for its size in addition to the main guns, that is a lot of firepower for a "coastal battleship"  While all the currect Rohirrm battleships have more broadside weight than this ship (even the Theodens beat this by almost 1,000 pounds), the Rohirrim ships are Ocean going battleships...tend to be slower, and have more heavy guns for their size than most ships normally would.  By the Aldor class, the Rohirrim ships more than double the broadside weight of his ship, but they also nearly double the size of the ship as well. (30,500 ton battlships)

If you still consider in undergunned, add more secondaries of one type and drop the second type, replacing them with more of the lighter quick fires.  A good secondary broadside is six to seven guns on a side to handle torpedo boats and cruisers and even be able to do damage to a capital ship.  A larger battleship might have as many as ten seconday guns on a broadside by this point in time.

If you don't want to fight battleships, 15" guns are overkill. If you want to fight battleships, 4 guns are not enough. Any adversary would have to send the same ships against her even if armed with 12" guns (2 destroyer flotillas of similar displacement, knowing BC's almost complete lack of screening ships).
Armor is excessive, while underwater defense is useless. Considering mines and torpedoes as the main littoral threat, not the best idea.

The ship is economizing only on main armament and speed. It would have to face torpedo equipped light cruisers and destroyers.

BTW, has the Baltic Confederation start a program to build ships that are useful outside fleet action? Like destroyers, cruisers and such? ;)

I'd just relegate ships from the main battleline to India, and build new full-sized battlehips, after I'd have enough smaller combatants. Right now there's no naval powers that could not disrupt the trade of the Baltic Confederation with more than minimal effort.
