Battleships are supposed to work in battleline, not piecemeal. Acting in pairs would require like 4-8 screening ships per base, and would allow any adversaries to defeat the Rohirrim fleet in detail. Station at least 4 BBs at a given base so they could train together for divisional tactics.

The only overseas station worthy of battleships is New Rhun, in the Caribbean side. That's 4 BBs. The Chilean protectorates might warrant a small flottilla centered on an old AC as token Rohirrim presence - only until the Beleriand Canal is finished, then reduce it like Borys' suggestion. On the Rohirrim coast, I'd have a big base for the Arcadias, and a second for the pre-Arcadias. The rest of the bases would get (combat/battle/armored) cruisers.
