The Rock Doctor

It's six capital guns on a fast, inexpensive hull.  However:

-I think the main battery needs heavier armor if there are to be just two turrets - 12" may be possible if you increase the ship size or decrease the deck armor ~0.5".

-Alternately, depending on how you imagine the ship will be used, keep the deck armor as it is, and increase the turret armor at the expense of belt thickness.

-The freeboard seems lower to me; given that the Baltic (and North Sea, and Arctic) has a reputation for crappy weather, I'd probably want it a half-metre or more higher.  However, this will cost you in turns of armor or speed or some other factor.

In your position, with a good-sized economy, I'd probably invest 20% more to get a more survivable ship out of it.
