Comes the first war, and Baltic trade would grind to halt due to the lack ship numbers. The BC Navy has enough heavy ships, but the combat value of the smaller ones is close to zero. Build the 28kts CA designs and a dozen 3-4000t light cruiser before laying down anything larger.

6x12" on 21000t is seriously undergunned and underarmored.
