Designed to replace the existing (and rather old) auxilery forces and provide range to Rohan's Navy if needed.

Tenders ought to have high freeboard, so there's room for workshops and accommodation.  Since you've got ample hull strength, raise freeboard up to ~8 metres or so...

That's a little more than I had in mind - I meant the actual freeboard should be in the seven to eight metre range.  It'll leave some hull strength left over - you could then increase miscellaneous weight some.
